It would take civilians up the shaft to 36000 km where they’d stay, and only the scientists can go higher. The builder interested is the person behind the new Tokyo Sky Tree which is 634 meters tall. Want $30 million dollars from Google? It’s easy, land your moon rover and have it do some research over 500 meters and take a bunch of HD pics (yes, iPhone 4 can work – maybe) and you have it. First how to get the vehicle on the moon? Rent space on a rocket that’s already going there, via China? Maybe the Chinese team who years to walk the moon will just do this manually.
