Makoto Hirata turned himself into authorities after being on the run for 17 years. It’s not that he escaped arrest, but he was part of the Aum Shinrikyo Cult which sarin gassed subways and killed 13 and injuring thousands. The key which as mentioned in some articles, is that he was involved in a kidnapping and murder in 1995. At the time, there was a 15 year statue of limitations to murder, which has been extended now to 30 years and his case barely beat the passing of this bill. From a quote in Asahi, Hirata’s statement includes, “I decided that I wanted to turn myself in as soon as possible because the statute of limitations (for the Kunimatsu shooting) had expired and there was no way now that I would be arrested for a mistaken cause,” (Asahi – Makoto Hirata)
